Infrastructure Charges Schedules and Charging Policies
In Queensland, the existing concept of “head works” is now being replaced by the use of Infrastructure Charges. The use of Infrastructure Charges Schedules (ICSs) results in a more accountable and equitable system for ensuring that all users contribute to the cost of infrastructure delivery within a particular service area. JWP has assisted a number of local governments in the development of stormwater infrastructure charges and supporting charging policies.
Recent works undertaken by JWP in the area of stormwater infrastructure charging have included the development of innovative Stormwater Management Infrastructure Charging Policies for both Hervey Bay City Council and Mackay City Council. These policies, developed in conjunction with each Council, defined the stormwater trunk infrastructure network, determined the Desired Standards of Service for the network and set out the methodology for calculating the infrastructure charges for future development. Both policies prepared for Mackay City Council and Hervey Bay City Council were adopted by each Council prior to the beginning of 2007.
